Childcare assistance: what changes for families from September 1

From September 1, the complement of free choice of childcare mode (CMG) changes its face. This aid, paid each month to around 800,000 families to finance custody of a child, at home or at a childminder, is now recalculated according to the income and the composition of the home. The government promises a more equitable reform, but some parents, including single -parent families, fear a heavier bill.

What changes in child care help in September

The reform puts an end to the three categories of resources, deemed too unequal. The new calculation must bring the cost of an individual guard from that of a place in a crèche. The Federation of Individuals Employers of France (FEPEM), which represents 3.4 million French people employing an employee at home, sees it as progress. His co -president Michèle Kerrad says: “FEPEM greets the objective of the reform which aims to promote real freedom of choice for parents between collective reception and individual reception. The ambition to harmonize the dependent remains between these two reception methods thus constitutes a legitimate and expected advance“, However, she underlines:”However, we regret penalizing effects for isolated parents, in reverse of the displayed objectives of this reform“.

The government has planned an additional budget of 600 million euros to support this transformation, in addition to the 7 billion annual. The envelope will finance both an average increase in aid and its extension up to 12 years of children of solo parents, compared to 6 years earlier.

Single -parent families, main losers?

The criticism focuses mainly on the abolition of the increase of 30 % from which the isolated parents benefited. The figures confirm the concerns: a parent alone with a child under 3, earning 1,600 euros per month and needing 160 hours of daycare paid 4.85 euros per hour, will see his rest at the expense of 42 euros each month. For a parent with income of 2,000 euros, the increase reaches 82 euros.

Michèle Kerrad nuance however: “But beware, cThey are not all single -parent families who will be injured. It is a part, those whose child is under 3 years old“. Who comes out of the CMG reform?

The FEPEM argues that the reform will benefit largely in modest homes. “”We have done the calculations, the reform will positively impact many households, including modest families who will be able to access a childcare mode“, Explains her co-chair. Large families, parents with atypical times (night work, weekends, holidays) and divorced in alternate custody are among the main beneficiaries.

Couples with the highest income will lose part of their aid, couples with monthly income above € 8,500 net per month. The FEPEM nevertheless hopes for a review clause within a year and a half to adjust the weak points of the reform. “”FEPEM calls on the public authorities to follow very attentively the impacts of reform on vulnerable families, and to consider adjustments a year after the entry into force of these new criteria, in consultation with the social partners“, Michèle Kerrad advances.
