Violence against children: between real progress and urgent challenges to address
Two years after its launch, the 2023–2027 national plan against violence against children has reached a decisive milestone. Behind the numbers, the same requirement: protect every child, everywhere in France, without exception.

A long-term fight to protect children

Monday, November 3, 2025, Sarah El Haïry, High Commissioner for Children, brought together associations, administrations and partners to take stock of the Plan to combat violence against children 2023–2027. Halfway through, this meeting marks an essential step in a fight where each measure can change destiny.

Since its launch, this national-scale plan has been structured around 22 measures. Objective: to build comprehensive protection, combining prevention, support, education and support for families. Because behind every statistic, there is a broken childhood story, a silence that we try to avoid, a society that is still looking for the right answer.

Concrete progress but still fragile

The first advances are tangible. School, the primary place of socialization, is now at the heart of prevention. From the start of the 2025 school year, education programs for emotional and relational life (EVAR) in primary school, and for emotional, relational and sexual life (EVARS) in secondary schoolaim to teach children respect, equality and emotional intelligence. An evaluation of education on sex life and violence prevention is already planned for 2026.

The good repute information system, generalized since October 1, 2025, constitutes another pillar. It makes it possible to control all professionals and volunteers working with minors, in protection or reception structures. In the sporting field, the Signal-Sports system has been strengthened : obligatorily displayed since May 2025 in all establishments, it facilitates the reporting of reports. More than 3.8 million checks have been carried out since 2021.

On the justice and support side, Pediatric reception units for children in danger (UAPED) continue their deployment. The objective is to install one per jurisdiction: 151 units or projects were identified in April 2025. These spaces, designed to welcome children’s speech in caring conditions, nevertheless remain unevenly distributed across the territory.

Finally, the plan emphasizes digital prevention and support for families. The “I protect my child” site is being redesigned, while new educational and digital tools are being created to help young people better understand the judicial system and recognize dangerous situations.

The High Commissioner for Children confirms total mobilization

For Sarah El Haïry, the committee of November 3 marks both an assessment and a new beginning. The High Commissioner for Children recalls that the road remains long but that the foundations are being consolidated:

This monitoring committee is an opportunity to reaffirm our total commitment to the fight against violence against children. Thanks to everyone’s mobilization, the progress made is encouraging, but it calls on us to redouble our efforts to respond to the challenges.
Our ambition is to create a real chain of protection around children, by combining prevention, support, support for parents and professionals, and the development of innovative systems adapted to the needs of each territory.
Digital technology, which is an integral part of children’s lives, must be fully integrated into our prevention and protection actions. It represents both a risk and a lever to better support parents, professionals and children.
With Minister Stéphanie Rist, we will continue to work with associations and all stakeholders in the field to make this plan a true reality everywhere in the territory, with the objective that no violence against a child remains invisible“.

Between real progress and persistent challenges, France is moving step by step towards a society that better protects its children. A vital project, still fragile, but essential.
