
The holidays did not slow down the unpopular announcements. The government transmitted social security projects to the social security funds to double medical deductibles and the annual ceilings left with patients in early August August. A decision which, according to the executive, must enter into force in the fall for certain measures and at the latest in early 2026.
These deductions that do not pass
As a reminder, the medical franchise is a sum which is deducted from the reimbursements made by your health insurance fund on drugs, paramedical acts and health transport. It is this small package that is not reimbursed to you.
Concretely, the annual ceilings would then go from 50 to 100 € per year, while the franchises would reach:
- € 2 per box of medicines (against € 1 today);
- 4 to 5 € for a consultation with the general practitioner (instead of € 2);
- 16 € for health transport (instead of € 8).
These amounts, (which are not reimbursed by mutuals), should generate up to 2 billion euros in savings according to the ministry. But on the user side as unions, the pill passes rather badly.
What the doubling of franchises really forecasts
Indeed, if the increase in ceilings had been expected since the announcement of Catherine Vautrin on July 15, the extension to all medical franchises surprised user associations. And reacts to France Assos Santé also points out the blatant inequality of the measure.

Why the subject can impact the start of the school year
In this tense context, criticisms are heard louder and louder, starting with unions. In a press release entitled “An odious attack on the sick”published in the wake of the Minister’s statements, the National Union of Autonomous Unions (UNSA) estimates that “It is the patients who will toast”. She also denounces a false “Responsibility that worsens inequalities“. Dominique Corona, its assistant secretary general, also regrets the form that this measure takes. “It is a real passage in force, in the heart of the summer, without consultation or public debate. The method is brutal, the substance is revolting”.
To the Public Assistance-Hôpitaux de Paris (AP-HP), this measure is also added to the reasons for mobilization. The CGT, FO, CFTC and UNSA unions have already called to organize general assemblies on August 25, for a unitary strike at the start of the school year.
Several associations offer other financing avenues, such as surcharge alcohol, tobacco or ultra-transformed products, deemed more equitable than this doubling of franchises. But will they be heard?
